Question Headlight Clearing

I want to clear the amber out of the headlights and have heard of people using long scizzors to reach in and chop up the amber without having to bake them and open them up. Just wondering if anyone has done this?.. I remember seeing some random post about it on nasioc but it didnt have much info on it.

Baking is out of the question for me at my current place so im trying to find an alternate route.

Except for a heat gun, which I may have to do if this is in fact not possible.
