Man, Chippys in all of cali are like that. I recently moved from the bay into the modesto area and i recently got a 08 wrx. I was driving minding my own and all of a sudden a chp comes flying behind me like he is super trooper and pulls me over. So i ask the jerk what did i do? his response [B]WELL i see your plates are new just making sure everything is ok, your plates are out of fresno WTF??? I reply no the car is not stolen if thats where your trying to get to.. he asks any mods, upgraded turbo? nope.. can i check. HELL NO. so he pulls me out and ask's if im drunk and bla bla.. So i ask him, u know this really seems like racial profiling ( yeah im mexican). so he gives me a long b/s story how the 209 has so many stolen cars and bla bla and lets me go with a sorry for the confusion.. i ask hey u never checked the registration u just grabbed my license how do you know if the car is really mine. new plates from the dealership and the only paper work is the temp. registration in the window which he didnt check. ohhhh he is stuck and pissed and tells me bascially have a good night.. well my g.f's best friend is a chp dispatcher and puts him on blast and asked him why he pulled me over. His response, i think i seen him change lanes without his blinker.. Basically he knew he was screwed and lied to her because i told her to tell him i was gonna complain to his sgt. I did but i know nothing is going to happen.

Very true, I have many friends that are cops and they aren't like that but I do think a lot of cops abuse their 'power'. I've had cops put their lights on just to get in front of me in a drive through... sorry but that bogus crap. When Ray's wife got pulled harrassed by that cop awhile ago he said something about her turbo timer "I saw that on fast and the furious". So far I've got nothing against Fairfield or Suisun... just one cop in Suisun that I went to high school with that is ticket happy and thinks hes the ish.

Legally, in order for you to operate your vehicle on California State roads you do have to be in compliance with California State Laws. I dont know wnyone from out of state who has gotten a fix it ticket for mods, but Im pretty sure legally they can.

I've never had any weird dealing w/CHP. I was stopped for going really fast and he was totally cool and there was no bs at all. he could of taken me to jail and impounded my car on the spot. Where I'm going with this is not all cops are dicks, ****** or *******s.

If your a resident. Yes.. Or they can prove you are.

If your not... You cant. Unless its a fedral law.

I got stopped for limo tint front windows long time ago. And a few other things. Gave him my paperwork. Was nice and polite. He asked if I was visting anyone, Told him yes. And away I go. Arizona its "legal" to have front windows tinted. Hell even the patrol cars do it.

But if they can prove your living here without declaring it. Your DL is unvalid and you can have your car towed as your driving with out a valid california dl.

I cant stress this enough.. You get stopped.. Be nice, Be polite. He's got a stressful job. You'd be surprised how often you drop your guard and find out someone tried to kill you while writing a ticket.
Everyone deals with stress differantly. Thats why you see crappy traffic cops and nice ones.
They tend to train the crappy ones and not get rid of them. They cant find new replacments for the retiring ones now as it is.

Actually, you could get a ticket for whatever the cop wants to ticket you for right or wrong (that's what court is for).

The first poster was correct though. Your car was in California and it is enforced under California law. Your vehicle registration with smog requirements may be different, but as far as rules of the road and equipment violations you get cited like all the rest.

How much would this **** you off: you get cited for modified exhaust that is 50 state legal...or even stock (again cop's discretion/opinion). You can't contest it, because in the county you got it in you cannot contest non-moving violations. You pay $238. You are pissed, because you know you were in the right. You cannot do anything. Have a nice day.

You did not get let go because you lived in Arizona. You were let go because your attitude was polite and it was not worth the time for the cop to write a normal regular dude with a good attitude a poo-butt cite. 95% of police officers pull cars over to find turds on parole/probation/warrants with search clauses to let them search the cars and find drugs/guns. The other 5% of cops are CHP or traffic officers who's main directive is to enforce traffic law. The cops on motocycles and CHP go on duty and write traffic citations. Letter of the law son, letter of the law. Even those dudes are mostly cool though. If you got pulled over for speeding you'll get the speeding ticket, but if you were cool you wouldn't get the tint/exhaust/front plate/mud flap/cross hanging on the rearview mirror ticket. I've seen the same car get pulled over 3 times in a week with the same ****ing violations still present. Once the guy was a total ***. He got a 3 page citation. The other 2 times he was cool. Once he was let go with just parking his car and walking. Once he got a one liner citation.

If you're not a turd, just be cool and hope it's not a traffic officer/chp. Apologize. If the cop asks you if you know why he pulled you over (and you probably do) admit it. They don't pull you over unless they saw something.

I could write a book here haha.

Yea, if you ever had a choice getting pulled over, do it in my hometown Union City, and the cops have never been dicks to me. I actually asked 'em to sign off a fix it ticket =P. But beware.... and stay out of Fremont and Milpitas cuz they are near the top cities with HORRIBLE cops. (Rossette himself is just a dickwad) There are a lot of horror stories in high schools about that guy, and he still runs the streets.... Did he ever get back on his bike or is he still truckin around?

Police here can not enforce laws from a differant state. Yes they can give a ticket for anything they want.

If they can.. Everyone from arizona that drives here should get a front plate ticket and az doesnt issue one. I could go on, But I think that points out something there.

The question I have is what grounds did he have to say that I had an illegal exhaust? Is it not allowed to get a new muffler if the old one goes bad? I have a stock looking 3" system, but you can't tell unless you get under the car. I even have the stock wrx tip on the muffler to look stock.

Oh, and I don't have front plates because they are not issued.

I was more pissed at him profiling subies that night.

Actually what it points out is that officers have discretion. If you are driving a car on CA roads, you are subject to CA vehicle code. You can get a ticket for anything that the officer deems a violation. The reason so many people get away with tint and front plate type stuff is that believe it or not cops don't like to hassle regular every day people. Cops generally look to find felons and people with drugs/warrants for their arrest.

If a cop pulled you over and gave you a front plate ticket you deserved it. It's not worth their hassle to write a ticket like that.
