The solution is not to ban cell phones, but to get the teachers to stop being lazy morons and recycling whatever test they've given for the past 20 years....
Statistically it can be done ... different tests, fair grading across classes ... sigh, if only the majority of teachers paid attention in math class...

actually it was some new test that all graduating Sr. in this area had to take in order to graduate, and yes I also believe that teachers need to get off their asses and do something better than ban cells because it doesnt work, but hey, teachers here are stupid and most of them have nervous breakdowns cause of things the students do to them!!

problem is, especially in universities, is that once they have tenure, they CANNOT be fired unless they are actually sent to prison (being arrested doesnt really mean being fired).
so they become lazy and teach the same crap over and over.
i know of a faculty member who still teaches a useless application that runs on a mainframe, but something similar could be ran on EXCEL...
my office is next to a room where the SCANTRON machine is and the parade for that room, especially during finals is a shame.
the best poster (on another faculty's office door) i saw describes the problem: "teach our students their future, instead of your history..."
so they become lazy and teach the same crap over and over.
