Good luck. Most places I have gotten it from have been in China/Hong Kong. I ordered a couple of kits last week, still waiting on delivery.

Some of the autozones carry it.

There's a place in Berkeley that has it (they've got a whole "burning man costume supply" display with a variety of bright LEDs, glow wire, etc. Its called Al Lasher's electronics, its on University.

haha no thats too much work to make, part of my costume im wearing headphones and i wanna put the glow wire on the wire
