the OH-58 has a top speed of 144mph. Most police/civilian heli's are in that 135-160 range.
You can outrun them.
As for nightvision... only if the helicopter has it.

i know a guy that got caught by one. The clocked him at 163. He would have lost them but he had to stop for gas.

Just run towards an airport, then the helo can't follow you. Also, there's always parking garages.

So what? Night vision is weak for that and thermal will only confuse them with all the other cars around. Plus that **** doesn't work through concrete. People did it when I lived in Dallas from time to time so I assume there's some validity to it.
