Fuel pump not priming when car heats up?

Fuel pump not priming when car heats up?
i noticed this intermittent problem about a year ago. when the car heats up, (especially on a hot day and or if i run it on the freeway) if i turn the car off, it won't immediately start again. the starter turns, just won't start. waiting about 30 minutes or so, the car will start right up.
my first guess was the starter, so i eventually changed it. problem persisted. just recently i noticed when the problem was occurring, i didn't hear the fuel pump priming when i turned the key. then when i finally heard it prime, the car would start right up. i confirmed this a few time already when the problem occurred.
any ideas on what the problem actually is? the fuel pump itself, fuel pump relay, ground wire? i'm going to try and troubleshoot it later, just wanted to see if anyone ever heard of this or had any ideas.

I rigged a voltmeter to the fuel pump relay under the passenger kick panel to see if it was sending power when the problem occurred. It does, so my guess it that it may be the fuel pump itself or somewhere near there. I'll rig the voltmeter to the back to see if power reaches the back there.
