Freaking CHP got me again...

Sped to pass a slower car in front of me, but immediately slowed down to the speed limit... Clearly the Van to my left was driving over the limit as well.. What do you think?

I don't think he saw me passing form the right.. all he said was be as it may that everyone were speeding, he can't catch all of them and went for the most noticeable car with the bike rack...
