The only heat on the tape should've been the radiative heat from teh thrust plume and thats it. That is not styrofoam. It is a special type of material that can be heated up with a blow torch but still stay cool to the touch.. The space shuttle tiles are made of this and it is ceramic in nature.

Insulation is used to (duh) insulate. Whether it is to keep whatever it is covering warm or cool. The optical properties (absorptivity and emissivity) of the materials are different between the black insulation and the gold insulation. Shiny surfaces are used to keep absorptivity low and emissivity high so that you deflect heat don't cook whatever you are covering. if absorptivity is high and emissivity is low, it is the opposite effect.
