Are they allowed to increase the price of the ticket if you drive off? They always mail you a copy at home even after they leave one on your windshield.

Not exactly sure, but I saw no police cruiser with lights on, and the officer saw him getting into his car while writing his ticket. He just looked at him instead of saying something along the lines of "I am detaining you, you may not leave yet." If the officer is just standing there without stating that anyone is not free to leave, then it may be only assumed that you are not free to leave, it is not implied. It may have been implied a little more when the officer stepped in front of the vehicle, yet again he did not announce anything and just continued to write the ticket.

If the driver did successfully leave, and the cop did speak out and stated that he must stay, then he would be eligible for another fine. In this case, the officer decided that his appearance and badge was enough to stop the owner from leaving, with out verbally announcing anything. It was just a parking ticket (at first) and the owner was not evading arrest.


Both parties acted with a great level of negligence.

The rich snob being the douche that he was, decided to just drive off. While the officer did not announce his position. It was just a parking violation. If you got their plate then the ticket would find its way to their home anyways. Its a pity how often leos forget the procedures they are taught in the academy. It doesn't take much to say "Stop you are being detained." If you aren't being detained, then technically you are free to go.

LOL!!! Hell yea. Rich people always wear thin clothes that are absolutely over priced...... No idea why. Pay more money for less material

i dont think the police foot was even ran over.

if his foot was under the tyre, how did he get his foot out ?

the car did not even move that much for it to even roll over the entire foot. if it did roll over, the feet would have been squashed.

If someone stands in front of my car, I don't think I'm going to attempt to drive off unless I'm in some sort of danger. FWIW, you can not touch a parking enforcement officer when they are writing you a ticket.
