Something you could try would be to get as much heat into the cats as possible prior to the test and also run 8 gallons of 91 with 2 gallons of meth mixed in, if you use the set screw on the throttle cable you should be able to get the car to idle ok at around 850rpms. Given your numbers I would think that would do it for you. There are some other things that might help but none of them are that easy.

so, super heat the cats and run 91 octane... not sure if i can get a hold of any methanol...
my next question... what octane SHOULD i be running in my RS? this is a 2000RS shortblock with 99RS intake/wiring/maf...
last i heard, the compression was raised on the 2000 and 2001 RS... but, i do not have exact numbers.

get an oil change!!!!!!!!!!!!
my 1990 toyota 4runner had an initial 130 Hc. failed.
after an oil change and running the engine a good 30 minutes before driving to the test area, even the smog tech was surprised when the Hc dropped to like mid 90s...
edit, i dont mean idle the engine for a good 30 minutes...
take a good 30 minute drive to heat up the system. once you arrive at the test station, dont stop the vehicle. if you need to, schedule a time so they pull you in immediately, or find a station that is not busy. i got lucky, he was closing up so no waiting...
nice warm engine and instant pass.

Is it possible that intake is getting hotter than it should be causing the car to run rich at idle? I know my K&N jacked my stuff all up. I would try just to be safe putting the stocker back on and reset the ECU drive it around abit through the learning phase. Just a guess and somthing else to try I think it was mentioned above.

Hhhmmm Ill have to have my gf try some of those things out. She failed almost the same way. Low end failed, high end passed and all she has is a 03 Mustang V6 with aftermarket mufflers (stock piping aftermarket muffler). Didn't make sense to me why she failed, but the smog place was around the corner from her work and she went first thing in the morning. Even though this isn't my thread, thanks for the info guys!!

ok. i went to smog again today.
i passed, by quite a bit.
my steps were exactly as follows:
filled the tank with 91 octane (thankfully, my gas light turned on just last night)
drive 25 miles (roundtrip) keeping the rpms at or above 5000rpm the entire time (redline is around 6200rpm).
stop at the smog shop, keeping the engine running.
as the smog testing machine is booting up, keep the rpms at 3000 or so.
(from memory) here are my results:
idle:
HC max: 100
HC actual: 27
CO max: 1.0
CO actual: 0.10%
2500rpm:
HC max: 130
HC actual: 11
CO max: 1.0
CO actual: 0.00
so yeah. smog dilemma is over.

but, i did not take off my injen intake, nor did i change out my spark plugs.............yet.

i have stock exhaust AFTER the borla type header... stock muffler and all...
so, my car is quiet, unless i'm DEEP on the gas.

I figured the cats would do it. The intake thing was a just in case kind of deal.
I remember when I took my civic in. You get like 1% on one of the things and I was 0.001% or something like that even with MAD parts on it. haaaa.
