I've wondered the same thing and judging by the fence/hill setup they're not wanting people to get in or out.

seriously! ive been to socal about 10x in the last 2yrs and i can't figure out what it is..
perhaps a trash incinerator? but then why the fence? who's gonna break in to steal... trash...

Ha, I have been wondering for years what this place is, I thought it was a prision, but the fence doesn't go all the way around, I still dont know why you will build such a large and impartial fence, I want to know what it is!!!!

 

sorry its not something more interesting, but its just a dump/landfill and those high fences are just to keep all the loose trash from blowing all over the freeway.
