Man, Arizona sounds like it sucks. Does he live in an apartment complex or something?

 

Yup he lives in an apt complex, but he owns his unit and pays HOA fees for the site upkeep. It sounds like all of the units are owned but many are rented out to students.

HOAs are always a potential source of trouble. Even though he owns his own apt. the HOA imposed parking fees on all residents.

 

Thank God I didn't see this thread until now... I would NOT have gotten any work done.
