how about a 100 question written exam, 1,000 accumulated miles of driving to complete your driving test and a 2 year period ( 16-18 yrs old) with a policy of not tolerance, meaning if you get a ticket you lose your license for 2 years from that date.

That covers exaust, not suspension, brakes, steering, tires etc.

I may be wrong here, but somewhere along the line I heard that studies showed that cars with more horsepower were less likely to get in an accident. Figure you can evade things easier...assuming your car can handle decently :P. I am not sure what the truth in that is though, might have just been BS.
