I do believe that the average driver sucks at driving but when it comes to common driving (around town, commuting, etc) an average driver is proficient enough.
Seriously, it almost looks like a joke. Is this just a public road and someone is filming random drivers??? Or is it a car club filming themselves? Either way, the driving is utterly pathetic.

But the officer did nothing wrong by turning on his lights and getting close. If you think about it, what if there's another idiotic driver going the other way? The Police Interceptor would guard the motorcyclist from some further harm. Also, lights will indicate the accident, allowing motorists to drive with extra caution.
But I know I'm overthinking at this point.

this should be the #1 rule when driving on roads like that. i don't even understand why someone would cross it purposely or when they have the car under any decent amount of control. can't stand drivers who do that
