The strobing effect is likely only from the pulse (refresh) rate of the LEDs overlapping with the framerate of the camera. The same effect can be seen when you try to video tape a computer screen. The screen will appear to 'strobe'. The brake lights on the car would appear to be 'constant-on' to the naked eye, but appear to strobe when on film.

i cant stand LEDs. Priuses blind you at stop lights, and on the freeway, those cadillac SUVs have the long bar of LEDs that get stuck in your vision like a strobe and bugs you the whole time when you look left to right.
