That was the "new Law" last year.
It is what has allowed many folks to be sited and then get their aftermarket exhaust okayed when they got tested.
Once you have the noise certificate, when you get pulled over you can kindly explain to the officer how not all cops are good at judging sound levels, and present your example.
Our you can just say "In your face copper" and wave the certificate while you take your beating.

for a while i did, when i heard that some cops were stopping STOCK___ STi's for the loud exhausts...

can't they say you're not certified to measure it or some **** and make that an invalid measurement and still send u to the ref?
btw has anyone been able to pass smog with catless uppipe with the 2.2k resistor in it?

and the SAE testing procedures: meter is 8" off the ground, 20" away from the tip of outer most part of exhaust and meter is at a 45 degree angle from it...just to CMA...
