Can tires be mounted on the stock WRX rims if there has been a severe curbing? There is a big gouge out of the interior of one of my wheels and it is sharp! Would this chunk out of the wheel cause a tire to be cut when installed?

As long as the part where the tire itself is matching up to (tire bead) is fine, you should be able to mount a tire on it.
That said, used WRX rims (in good/excellent shape) aren't exactly what you'd call expensive
. If it were me, I'd just replace the rim for piece of mind. Do it right, and you might not be out ANY cash (i.e. buy "good used" set of WRX rims with tires for $250, sell of your 3 "good" rims for $80 each individually).
