SACRAMENTO, Calif. (AP) - California's controller says he will begin a 30-day delay on tax refunds and other payments starting Feb. 1 because the state is running out of money.

Controller John Chiang said Friday he must delay $3.7 billion in payments next month because lawmakers have failed to address California's growing deficit.

With a $41.6 billion shortfall over the next year-and-a-half, the state is on the brink of issuing IOUs.

Chiang says his office must continue education and debt payments but will defer money for tax refunds, student aid, social services and mental health programs.

A severe drop in revenue has left the state's main bank account depleted. The state had been relying on borrowing from special funds and Wall Street investors; those options are no longer available.

i haven't been keeping up with things but when in the hell are they going to raise sales tax? I don't have a problem with that b/c it applies to almost everyone... it's the most useful way to TRY and close the 15+ billion dollar gap.. hmmm weird i sound like a democrat considering almost every Republican in the Legislature has signed an oath never to support a tax increase.

Raise the sales tax, that can be temporary. Not like the parcel taxes which are permanent and much less lucrative (especially now that the housing market has crashed).

Sucks too, just sent my tax return in, I was looking at almost $1k back from the State.

SCREW THAT! we already pay more sales tax than any other state. Why the hell should we, the people have to pay MORE? The state wastes money on bull**** stuff like "endowment for the arts" and "state parks", not to even touch on the fact our senators make over 100k now in pay.

They need to stop tax and spending like the damn democraps have been doing from the get go. If the republicans would take this state over, we wouldn't be in half the problem now.

it says starting feb.1st. you just might get your back. I wish I had my w2 all ready.

**** that, we're already taxed out the ***. They'll blow all of that money on useless crap too.

How about we cut the fat in Sacramento?

I am very unhappy with the legislators. This is getting out of hand. We need a law punishing legislators for not passing a budget.

Could start with making all of california's law makers part time. And not pay them for draggin ***. I know if you told me that I'd get $1000 a day to not work I'd do it.
