CA Vehicle Retirement Program
They'll give you the check on the spot and yes you can take certain parts off the car. Heres a checklist of whats required/not required. We've sent many customers that way with old vehicles not worth fixing.
Vehicle Equipment Requirements
-All doors
-Hood lid
-Dashboard
-Windshield
-At least one side window glass
-Driver’s seat
-At least one bumper
-Exhaust system
-All side and/or quarter panels
-At least one headlight, one taillight,
and one brake light
Vehicle Operational Requirements
-Vehicle must be driven to a CAP-contracted
dismantler under its own power.
-Vehicle engine starts readily through ordinary
means without the use of starting fluids or
external booster batteries
-Vehicle drivability is not affected by any body,
steering, or suspension damage.
-Vehicle is able to drive forward a minimum
distance of 10 yards under its own power.
-Interior pedals are operation

They used to be pretty lenient. I had one customer that spent about 15mins trying to start a car with a really bad headgasket with a booster battery on it. finally got it running and moved it front and back 10 yards and they gave him a check.

Got a letter back from BAR stating I didn't mark the checkbox whether I was applying for Vehicle Retirement or Repair Assistance
Filled out one more form and dropped it in the mail lol. Should be the final thing left till I find out if I got approved.

Yes the program still has funding. Pick and Pull makes money off the scrap parts and then the metal gets sent to Japan? so they make a good profit off every vehicle.
The program was faster when you could take the application to the local BAR office and get it approved but they're lazy like a lot of government workers and dont want to work so now they have a sign saying to mail it in. Hence the long wait.

^Yea I called them a few days ago to check on the status but all they could tell me was "your application is still processing".

As far as which headlight to take I'd take the drivers side out. I feel like people with front end collisions will tend to steer away from them selves and have the passenger side get hit. Thats just my opinion tho and what do i know.

Time to start pulling off parts I wanna keep then get this thing dumped off at the dismantler.

Well its all said and done, retired the car today. Ending mileage was 274,465 haha, I'm sure it could of kept on going though. Was to lazy to pull the headlight off, probably would of had a hard time selling just one.
Took some farewell pics of the beater. Can't believe a $750 car ended up lasting me 6 years!
I'll be putting the $ into some sort of V6 sedan once I find something.
