They can't legally detain him based on that... They can question him, but they can't cuff him unless they had reasonable suspicion that HE was in fact the one who stabbed the person. I'd take that to court if I were you... YOU WILL win.

They can pull them over for whatever traffic violation they see (and trust me, no matter how stock you are, you're violating a traffic law) and question them... However, to detain them (cuffs, etc) is NOT legal unless they have reasonable suspicion to do so... Like if a knife was visible or you were drunk, etc, etc...)
