This morning, 10 after 9:00AM in Mountain View on Grant Rd. heading East, black newer STi hatch (LIC: 7ERR645) with the driver holding a note pad with one hand, and writing on it with the other. Continued doing this after the light turned green and moving. Hard to say driving, you know, since no one had their hands on the steering wheel at all once the whole time I could see the driver.
