your car map looks like a giant excel spreadsheet. when you're at 10% load you're in a different fuel cell than when you're at 70% load.
that said a turbo car, vta bov*, rich (OL) at shifts, tuned for lower afr etc etc is pretty much breeding ground for pops.

ive got a straight pipe cbe, sti up and i get pops while engine braking in low rpm or if i bang a 3-2 downshift at high rpm ...
sometimes also if i accelerate and hold rpm for a second then let go it also pops hah
i know im running rich though (ap stg 1 map), waiting on a dp then going to protune
i get pops in neutral as well haha

Ask the person who tuned it.
I don't think the ECU knows/cares what gear you are in (pretty sure there aren't gear-specific tables in stock ECU), but a tuner would be able to answer this for sure.
I'm assuming when you say "in gear", you mean with clutch pushed in, car in gear, and stopped? If so, try doing it in neutral but with the clutch pushed in.
