96-2000 = 2 incomplete will pass
2001+ = 1 incomplete will pass
Ofcourse techs arent willing to still smog it because its a red mark on their license when they pass cars without all monitors running (evap excluded)
Technically his car will still pass with those two monitors not running. Problem is finding a station thats willing to take a red mark on their record.
This. I would fill up to 3/4 tank and drive it around for another day. If its still not running the cat monitor and you've put roughly 100 miles and had multiple warm ups from dead cold, then you have a problem.

Pull the battery, take a 15minute break, reconnect the battery and go for a drive at the speed and timespan Anthony and I mentioned and then see if your codes are fully clear.

Update: After 400 miles, I still have two incomplete monitors. 
Maybe my reader is weird?? I am using the Torque app and a bluetooth OBD2 adapter. No CEL or anything...
