"Any part altering a vehicle's emissions must be approved by the California Air Resource Board. A CARB sticker must then be attached to the part. If an officer finds that a CARB sticker is missing, the car is in violation.
Austin said many illegally modified cars pass emission standards tests, but they use cheaper parts that are not CARB-certified and are therefore illegal. However, if the part passes a test at a referee station, the citation can be voided once shown to a judge.
For cars that fail inspection at a state referee, Austin said it is likely that a judge will impose a strict fine.
"If the judge finds the violation was done willfully, he may not reduce the fine," Austin said. "It's a penalty for making changes to your car that cause pollution.""

that's the part that stands out to me... if you get sent to the ref, pass emissions, you can get your violation thrown out. even if it's not carb certified.

I think it's ridiculous that cops are making such a strong connection between modded cars and street racing. Their thinking is somewhere along the lines of "people that participate in street races like to modify their cars .... therefore modified cars must mean they are going to participate in street races". That's ridiculous. It's like me saying, "99% of people participating in street races are wearing pants. That means ... if someone is wearing pants they must be a street racer! Quick! pull over everyone wearing a pair of pants"

I'm willing to bet that more than half of the people on this forum have gotten into some type of street/freeway race at least one time since having their Sube.....does that make them a street racer? No, not by our standards...we would probably call it "spirited driving"......but if a cop caught you, you'd be a street racer. Is this wrong? Not really. But there is a solution and I believe it is......if we're classified as being a street race for looking like a steet racer try as much as possible not to look like a street racer.

Imagine if they put all that effort into ticketing every clueless B1TCH (gender non-specific epithet) on the freeway that's talking on their cell phone. Now THAT would give us safer roads.

This effectively answers the speculation about what the repercussions are if/when we refuse to pop our hoods. I'm not saying it's right/wrong...just pointing out a case of when it did happen.

I think that part of their enthusiasm is derived from revenue resulting from the citations issued. They are pulling cars over based on what the officer thinks may be under the hood. It isn't like a show of force in known street racing areas or the patrolling of certain freeway corridors on Wednesdays.

You gotta admit tho that the Sube is the perfect sleeper as it is.......It has 4 doors, AWD for traction, and a stock turbo. And even if you think about streeting/ricing it out by adding a BOV or intake it runs horribly. You gotta go outta your way to mess that up......and at that point you're asking for a ticket!
