Anyone speak japanese

Is there anyone out there that can traslate this for me i need to know what it says.

Are you sure it is Japanese and not Tōhoku, or some other dialect?

Well the person who wrote it is from kanagawa, japan. And i know she speaks japanese. She freakin just wont tell me what it means!!!!
