You can always pose as a college student and get help from their bike co-ops. Got my wheels trued fo free at UCB!

Owning a bike at UCD was awesome too... head to the bike barn and they had every bike tools imaginable for free for the students. Put your bike up on the rack and fix it up. Bikes are easier than cars... just gotta have the right tool.
