If this has to do with UPD or Arcata Police I can probably put you in contact with a few friendly officers who are willing to do some anonymous question answering. I might be able to get in touch with a few of the local CHP guys though a number of them are jerks. If this has to do with Eureka, you're eff'd. I've had very limited good experiences with them.

I don't doubt that a number of the local law enforcement participates in some shady activities. Outside APD and UPD most officers are pretty conservative and hail from McKlanleyville.
