Description Benefits Supplemental Questions

To perform highly skilled installation, maintenance, and repair of a wide variety of communication, electrical and electronic systems, including real time computer control systems, equipment and instrumentation such as found in a major water treatment plant and related production and distribution facilities.

NOTE: This position is represented by Fairfield Employees' Association (FEA). FEA members and other miscellaneous employees are operating under a 10% salary reduction. Employees will work a 36-hour week consisting of four (4) days per week, nine (9) hours per day.

WORKING CONDITIONS / PHYSICAL DEMANDS:

Working environments vary and include office as well as industrial settings, indoor and outdoor work, constrained and confined spaces, and heights such as ladders, aerial lifts, towers, and rooftops. Work involves working outdoors in all types of weather conditions, and working from within aerial lifts is occasionally required. Frequent interruptions and multiple deadlines are commonplace. Will work with and around hazardous materials, chemicals and processes typically found in potable water treatment and distribution operations. May be required to respond to off-hour emergency (overtime call-out) situations to provide as-needed support for water plant and distribution operations.

Work may include prolonged standing as well as light to moderate lifting, reaching, pulling, and pushing. Physical agility is required; must be able to work from ladders, scaffolds and rooftops to install and repair lighting and antenna equipment. Must be physically able to climb stairs and ladders, and enter into underground valve vaults for extended periods. Clear speech, visual acuity, hearing acuity, and manual dexterity are also required. This position may also require the ability to apply correct use of personal protective equipment in an industrial or field setting. Must possess sufficient strength and stamina to perform heavy physical work and be able to wear and work in self-contained breathing apparatus.

SUPERVISION RECEIVED AND EXERCISED:

Receives general supervision from the Water Treatment Plant Manager. Provides technical direction and oversight and coordinates the work of the Instrumentation Technician and may oversee the activities of contract or temporary personnel.

Minimum Qualifications:
Education:

Education equivalent to completion of twelfth grade, supplemented with technical courses in maintenance and repair of instrumentation and electrical, mechanical, pneumatic, and solid-state mechanisms or similar devices is required. Completion of a recognized apprenticeship in an appropriate trade, and college or technical school coursework, is desirable.

Experience:

A minimum of three (3) years experience equivalent to a City of Fairfield Instrumentation Technician is required.

Other Requirements:

Possession of a valid Class C California Driver's License is required.

All employees are required to participate in the City's direct deposit payroll program.

The following certifications are highly desirable:

* California Department of Health Services Treatment Operator II (T2)
* California Department of Health Services Distribution Operator II (D2)

Examples of Duties:
Duties may include but are not limited to the following:

* Inspect, install, maintain, repair, test and calibrate varied electronic information and control instrumentation and systems, including SCADA and radio-telemetry equipment.
* Perform skilled maintenance and adjustment to real time computer control systems and software.
* Inspect, install, maintain, repair, and test electrical circuits, motors, pumps, generators, transformers, relays, and other plant electrical equipment and facilities.
* Perform troubleshooting and diagnostic work on a variety of plant electrical and electronic equipment and systems; schedule and perform preventive maintenance as needed or required.
* Assist in determining the scope of and perform installation and/or work with, or inspect the work of, contractors installing plant equipment and systems; modify electrical and electronic systems to meet operational needs.
* Use a variety of electrical and electronic test equipment and apparatus.
* Read and interpret schematics, shop manuals, blueprints and plans in the performance of work assignments.
* Coordinate and oversee the work of others on a project or day-to-day basis; ensure that proper safety precautions are followed.
* Serve as a principal contact for contractors and other related maintenance–oriented companies.
* Make or modify as-built drawings of electrical and electronic installation.
* Prepare estimates of labor, materials, and supplies required to perform specific assignments; order supplies as needed.
* Maintain accurate records of work performed and equipment performance.
* Train plant operators to use new or modified systems and/or equipment.
* Participate in budget planning with respect to providing costs and timelines for replacing various electrical/electronic equipment.
* Stay current with evolving technology and provide recommendations to meet current and future needs.
* Act as technical advisor and resource for water treatment staff.
* Assist in the development and implementation of related water treatment plant procedures and programs. (e.g., safety, preventative maintenance scheduling, emergency response, process control, SCADA system, optimization, etc.)
* Work in cooperation with Mechanical/Electrical Technician(s).
* Perform related duties as assigned.

Knowledge & Abilities:
Knowledge of:

Principles, techniques, tools, equipment, and materials used in the installation, maintenance and repair of electrical and electronic equipment and systems.

Operation and maintenance of a wide variety of hand, power and shop tools, test and other equipment.

Safe work methods and safety precautions for working around hazardous chemicals, industrial equipment and high voltage systems.

Current codes, ordinances and regulations pertaining to the work.

AC/DC theory and control circuits.

Thoroughly familiar with computer networks, electronic control and instrumentation systems, real time computer applications, integrated control systems, advanced SCADA/PLC configuration, programming, and troubleshooting.

Radio wave propagation and application of microwave technology to SCADA systems

Computerized Maintenance Management Systems (CMMS) that incorporate preventative maintenance and equipment inventory systems

Shop mathematics.

Ability to:

Operate and maintain a variety of hand power and shop tools and equipment used in electrical and electronic installation, maintenance and repair work.

Work on high voltage electrical circuits, electronic information, control systems, and other specialized installations.

Estimate materials, man-hours, and equipment necessary to complete assigned jobs.

Coordinate and oversee the work of others on a project or day-to-day basis and keep common goals in focus

Maintain current knowledge of equipment, technology, and professional practices as they relate to the position.

Quickly and accurately asses the impacts and affects of equipment outages, then prioritize and direct corrective action accordingly.

Analyze system performance and make recommendations for appropriate improvements.

Read and interpret schematics, blueprints, plans and specifications.

Prepare accurate records of work performed.

Speak and write clearly and effectively.

Exercise independent judgment and initiative without close supervision.

Identify solutions to problems and take necessary action.

Establish and maintain effective working relationships with those contacted in the course of the work.

THE SELECTION PROCESS:
