no.. this just means... you will be FINED for your mods instead of going and getting refd...
now this is greater chance of getting TOWed because they cant send u to ref they can just assume car is illegal and tow it
also sucks for the guys that want to BAR their swaps and stuff ...

They won't tow your **** unless you're a douche to them, just be cool.
Also, if you are VERY respectful in court and don't try to act like they HAVE to let you off the ticket, the judge will either cut you a break or let you out of the ticket...either way, the situation will get resolved without you having to go to a ref.
