Advice need on what parts to buy

Car Info: 1999 Subaru Impreza 2.5 RS Rally Blue Pearl
1.) My intake is on the brink of crapping out. I need a new intake system. If anyone has a stock '99 intake system they'd like to donate to the "Desperate Sev fund", feel free to do so. 
Otherwise, I need to invest in a new intake. I want something that's very quiet. What do you guys recommend? Price is obviously an issue.
2.) I'm still trying to figure out the whole shocks situation. I'll be in contact with some company about stock Subie springs/shocks for $150, but I'm considering KYB shocks/sprints for $389 (damn, $bling$ $bling$!)
3.) The air condenser to my car was struck by a metal-piercing sharp rock. As a result, my A/C is unavailable. Anyone know what I need to do to get it working again? (i.e., parts, labor, etc.)
4.) Tires: I may need new tires in the near future. Any recommendations on a brand and a place to buy? ****MY MAIN CONCERN IS PRICE AND LONGEVITY OF THE TIRES****. So no Bridgestone Potenza S-03's. =p
Recommendations?

2)sti pinks are wonderful
, the kyb shocks/springs are a good combo, but im not sure how long they last, 10k to 20k max?
3) i'd go with tirerack.com to buy stuff, and i love pirelli tires. tirerack gives you all the info you need on tires

Any idea if there's any reviews/tests done on those tires? I cant' seem to find it anywhere.

none for intakes. remember we have the crappy MAF... not many intakes for our cars.
Tires are great. They aren't carried by TireRack. You can get them online at www.vulcantire.com and also from www.autoinnovations.com in milpitas.
They are All season, just fine for some sport use, and last a long time.
