Can't remember the name of the game, but it was also for early Sega IIRC.
Sci-Fi Side-Scrolling Shooter, you're riding a motorcycle and as you'd go through the levels as you bonused up you could eventually do a command that made the motorcycle become a mech that you could fight the boss with.
