i'm not so sure about that because Bernie owns F1, so this doesn't really do him any good.
like i said, Bernie owns F1 so if these teams leave it doesn't do him any good. Bernie has done his fair share of ruining F1 in some ways as well though.

Actually, I think what Mosley was trying to do is a good idea. By limiting what can be spent, then other smaller companies can come in a compete.
The big guns though, don't want to give up their financial edge, and possibly lose to some startup/smaller/first time team. I also think that the big guns don't want to disclose how much they are spending. I also believe that it might be hard to determine how much was spent in things like R&D inside of your own company, because you used design engineering's super computer or the wind tunnel, how do you convert that into money, it's yours?

i say good for FOTA, make that 2nd series, i believe the president of Reanult Carlos Gohsen said it the best, they are the ones who spends money to bring the cars/technology to the sport, they should have some control being they are the participants and stakeholders.
Something else to keep in mind, most teams are probably deep into development for the 2010 chassis by now. To scrap that would be ridiculous. Maybe propose something for the 2011 season and graduated reductions after that like theheckwithyou said.
