Oh, they're totally open - anyone can enter. I've seen plenty of Subarus - but most people don't know these rallys exist.

I recommend the "training wheels" rally at http://carzero.freeservers.com/ if you're just starting out and want to try a Monte Carlo-style rally.. all of those ITN rallies are tons of fun. Some of them have dirt options, too.
