Most stock WRX's I see at sac get ~14.5, never low 14's without mods.
However, Scotts RS got a 15.1 with just a Cobb intake and MRT exhaust with a Stromung muffler :P (and skill)

get a full exhaust and you'll do a lot better. Don't worry, you can only get better.

What was your mph through the traps? The mph gives us a rough idea of your power-to-weight ratio. I forget what the magazines show for a WRX but if it's below ~92 mph then you might be down on power.
In fact, if you want to post the complete results from your best time slip then we can see how you did on the launch, etc.

Work on your launch. Your 1/4 mile time is determined by your 60ft. time. You were probably getting 2.1-2.3 60ft. times. If you want to be down into the mid 14's, you will need to practice to get 1.9-1.8 60ft. times.

And be sure to completely wind out the gears. Shift as close to RPM engine cut-off as you can (usually around 7200 RPM).
