That's Kalakaua Blvd. in Honolulu, HI, right across from the Moana Surfrider, the first hotel built in Hawai'i. The guy in the panda suit would dance around for a buck or two and would let Japanese tourist girls take photos with him while he grabbed their asses, erm, hugged them. I swear it wasn't me in the suit 
He was eventually replaced by some dude in an Elmo suit. I've seen both guys without their "head" on and there were sweating ***** in there -- not an easy job
