Damnit, the fuel smell we've been having on Jen's car isn't covered under the warranty, so it'd be $600+ to have fixed. Not sure I want to pull the intake manifold myself.

Nope, not to my knowledge maybe I'll call Maita and AutoNation just to be sure but from what I've seen on Legacygt.com no one has really had any luck with getting it done for free since it isn't a recall.

I dont think a TSB and recall are the same thing.
I would see everything, if anything, is out for the model/year
So he just offered me $18k for it don't know what to do

No they aren't. TSB just tells the techs how to fix a common issue whereas a recall is fixing a known safety defect. Sometimes they'll extend a warranty on major common issues.
