Need Advice/Legal Advice, Insurance trying to **** me in the ***

So here's the deal, I was in SF a couple weeks ago, driving down Filmore St. one lane each way, cars parked on either side of the street. Firetruck turns the corner and start heading down Filmore st. behind me, I pull over as far to the right as possible but there are parked cars, there is a guy stopped in front of me, so basically I can go no where, and the ***** driving the firetruck hits me. Fire marshall or whatever comes out they do a little report he tells me yea, no problem just have your insurance get the report and it will all be taken care of, giving no indication whatsoever that there will be any problems getting this **** fixed, police also came out to take a report.

Now here's the problem, Farmers Insurance has tried to label me at fault for the accident and say that legally they cannot pursue reimbursement from the city or FD whatever. So my question is, since this is obviously the FDs **** up, assuming Farmers is of no help, how can I get the City to reimburse for the damage done, anyone know a lawyer who can call and threaten on my behalf?
