In your opinion which one is better at Re-flashing ECU's: Cobb Tuning or Vishnu

If you can get custom dyno tuning from Vishnu, either onsite in Pleasanton, CA or on a tuning trip, that's the route to go. The off-the-shelf maps are pretty similar. In a local ECU reflash "shootout" (a term used loosely in this instance) the Vishnu stage 0 reflash made about the same power as a Cobb stage 1 with no audible detonation, while the Cobb had some knock.

From what I've read, don't forget that Shiv was tuning while making his runs. It wasn't a true test of Vishnu's baseline maps.

That "experiment" was worthless...except to show that I-speed's tune < Cobb&Vishnu

Results there show that Cobb's stage 1 made the most low end torque (by almost 25ft/lbs over I-speed).

When comparing Cobb & Vishnu, I would measure their off-the-shelf basemaps by price. If you're getting custom tuned I would pick the closest to my home, as they both obviously know what they're doing when it comes to Subaru ECU tuning.

You really can't go wrong with either.

I want the Cobb stage 2 reflash, but don't want to send my ECU to Utah...are there any cobb vendors that can perform the reflash in house (preferably California)?

You could always order the AccessPort and flash the ECU yourself. :)

It's been a week since I've got my Stage 2 AccessECU(Cobb Tuning). Let me tell you the car is sooo great  So much smoother compared to having the stock ECU. You'd never think you're riding in the same car. Boost builds up real quick and it's so much easier to rev match. Fuel cut off and rev limits are now gone, after 3k rpms the car just keeps pulling till the redline. I don't think I've ever met anyone who isn't satisfied with their AccessECU, NEVER.;) IMHO Cobb Tuning is the most bang for the buck, safer and cheaper. I've heard other people who got their ECU tuned by Vishnu that their car constantly knocks. Yes you might get a few more horses with Vishnu tuning but I'd rather have a peace of mind than having to worry bout my car breaking.:)
