Would it be possiable to run ~3 psi w/o engine management? If so what kind of hp increase would be yielded?

If you don't have something to manage your engine, your car wont run at all. You'll AT LEAST need your stock ECU.

Do you want your car to "run" or to you want your car to "run correctly?" That's the question you should be asking if you're going to turbocharge your car.

Well taken J. Lol @ the first comment. However, running that low psi, perhaps coupled with larger injectors, it seems as though the car would be able to run fairly well. Perhaps I'm mistaken. After the header for my 2.5 I'm running out of cheap options to add power. This is disconcerting...
