1994 Brighton engine 220 - twin cam worn out, I have replaced with EJ20 quad cam but transmission ratio is wrong tries to change down when going up a hill because of lack of power. Any suggestions to fix this problem?

Take it to a tuning shop that is familiar with Subaru.
