My TIH is starting tore itself apart and it sets of CEL. What's a good, recommend replacement for it?

Perrin Inlet hose is good IMO. Get a black one if you don't want visual effect when your hood is popped. Easy to install, don't have to remove the manifold either which I like, and I have had mine for 3+ years now and have not had a single issue with it.

Is it made of Silicone? And would I most likely need a tune for it?

The stock plastic ones generally get soft with age and tear. Perrin is your best bet.

No tune required.

Even with a K&N short ram intake on; wouldn't it make the system "too lean"?

Not unless it's leaking.

Cause it's leaking due to the tear of the original turbo inlet hose and it sets off the cel after a while of driving (50+ miles)
