I'm glad the United States is taking this measure because money talks. Whatever it takes to bring stability and protect our soliders is all that matters to me for the time being.
This isn't a new thing either and has been done in different form... I know my ex. 1SG and CO seized a few large caches of abandoned electronics like TV's, Stereo Equipment in the early stages of OIF prior to the occupation on Baghdad. They even paid for a lot of it from local merchants out their own pockets or via bartering.
Being Desert Storm Vets, they starting doing this early in the game because they knew it would payoff. They'd eventually exchange the equipment for acts of good faith, unity etc.
