At least the UCMJ seems to be relatively on track. Those that frag a tent in the name of jihad get the death penalty. Those that shoot an individual in an extremely hostile area (that were instructed to leave earlier) don't face repercussions for protecting themselves.

If you were in Fallujah during the assualt chances are you had bad intentions. They televised the entire week before the assualt. Everyone on the planet knew it was coming and to still be there is either ignorance or resistance. Following the rules of war is something that can not be neglected but these soldiers also need to watch out for number 1.
