Why does the gov't need the 6 or 8 digit grid coordinate to my house?

I will fill out the questionaire, not because it is a law, but because I feel it does good.

Okay, now this is disturbing. And why has the WH Chief of staff been given over site over the census? Is there precedence for this? Why is the White House taking control of the census away from the Commerce Dept?
