Less than a month after an Elk Grove teenager was killed in high-speed crash, city leaders passed new tougher restrictions Wednesday on drivers and spectators involved in illegal street racing.

Elk Grove City Council members unanimously passed the stiff penalties Wednesday, adding the city to a growing list of California communities cracking down illegal racers and their vehicles.

Beginning immediately, drivers face a $1,500 fine, a one-year drivers' license suspension, two points against their driving record and a 60-day impoundment of their vehicle. Originally, the proposal had called for a 30-day impoundment, but that was extended to 60 days in compliance with the city's current laws against street racing.

Spectators and passengers at illegal street racing are also subject to a $1,000 fine under the new law. A portion of the proposal that would force a driver to forfeit their car after a second street racing arrest remains under review. The city plans to introduce car forfeiture discussion at the League of California Cities conference in September in hopes of spurring a statewide call for legislation.

"They are abusing (the driving) privilege and by abusing it, they are killing themselves and others around them," Elk Grove City Councilwoman Sophia Scherman said. "I won't tolerate it and Elk Grove won't and we proved that."

The bill was named in memory of Nick Davis and Anthony Mondragon, two Elk Grove teenagers killed in high-speed accidents. Mondragon, 15, was killed June 2 on Franklin Boulevard at Roselin Way in Elk Grove when authorities said 18-year-old Clinton Colon slammed into Mondragon's Honda at more than 100 miles per hour. Officers believe Colon and another driver were racing at the time of the crash.

Nick Davis' mother Rebecca, who originally presented the proposal to the city, has backed several state and local measures to crackdown on speeding and illegal street racing since her son's death in August 2004.

"I don't want to meet another uncle. I don't want to meet another mother who has lost a child because of reckless driving, speed or just having fun in a car," Davis said. "It's not worth it."

I wonder how far this arm will stretch? There was a guy that stood up and talked about profiling, but I don't think he convinced them.

the problem is that anyone in a modified car will be slapped with this if they get in an accident

yup... and two accidents might = they get to take your car and sell it on action... I don't really see how that is legal

howcome when you go through elk grove on i think I-5, theres a gay *** sign that says slow down, entering a community...yet your on the freeway....i dont get it. Its not like your going through a stoplight or something.

because of the noise and all the kids crossing the freeway.. idunno


don't hate on the EG.

I did soooooooooooooooooooooooo much street racing there that I'm the cause for most of these laws. LOL j/k

nahh EG has been full of ricers that couldn't afford living in the bay.

What i find ****ing stupid... this accident turned out to be just that... an accident... it was found NOT to be a street racing accident... so why are they making these laws because of it?

God this **** just angers the **** out me... street racing kills MAYBE 100 people a year... Drunk Driving kills thousands on thousands a year... How come they don't spend all this dragnet money on stopping drunk drivers... Have you EVER seen a DUI check point out infront of a bar, no. Have you ever seen a DUI check point out infront of kings games... no...

It's because Bars have to pay taxes which in return pays california, alcohal companys... have to pay california... Hell even if you wanna talk about smog... Instead of fixing your car when you get into trouble, you can pay the OPT out fine, and NEVER have to bring it into a refereee. they don't give a **** about your saftey it's entirely the money...

I would be willing to bet if they could TAX street racers on the money that they make racing, they probably would never have a "Dragnet" program
