It comes with a relay but you need some wires. Its fairly easy to install. Tons of diy's on the internet. Just google "hella supertone install wrx"

Not sure. I can't seem to find the information on google anywhere because Cobb apparently no longer manufactures these. Anyone care to chime in? I'm sure some one knows.
