Nope only the 02-07's. We tried test fitting it on Matt's Legacy. The bar seemed to be the correct length, but the actual mounting points for the plates were not correct. I guess you could potentially buy this bar and make your own plates to fit with it if you really wanted to on an older chassis, but that seems like more hassle than most people would probably want to go through.
