Reverse Hood Scoop Install Help Request

I've got the Aqua reverse hood scoop and no longer have the install directions, if they ever existed at all. It's a long time since I purchased it so I don't recall. The install of the screens is intuitive but there is also a soft, plastic dowel included in the kit and I have no idea what I'm supposed to do with it. Can anyone give me an idea how this part is installed?
It's lying next to the scoop in the picture, below. Thanks!
