Turbo spools really early.

After putting on my catless downpipe for my 02 wrx, my boost spools up around 2k Rpms and reaches max boost at about 3k Rpms. I love the way the turbo sounds as it spools but I'm worried of blowing the turbo (a stock td04). No I don't have a tune on it yet, I want to know if it's safe to drive as long as I don't step on the gas pedal too hard.
The only mods I have on the car so far is a
-catless up pipe
-3 inch catless turbo back
-aftermarket turbo inlet

Would a mbc let me control the spool time or does it only affect the amount of boost in getting?

MBC only changes max boost level, they are not recommended unless you are specifically tuned for a MBC at a set boost level. You can't directly control how fast the turbo spools. Typically, the faster the better. The mods you have won't be any harder on the turbo than if the car were stock.

If you are going to leave the car alone for awhile, it's worthwhile to spend the cash and get a tune. If you have plans to upgrade more performance parts in the near future, you could hold off on the tune until you install them. This is specific to 02-05 WRXs.

Regarding your question about whether it is safe to drive: I will say is that I drove my 2003 WRX around with those same mods for years, beating the hell out of it, and had zero issues. That was about 8 years ago and I've been pushing the same stock motor harder and harder ever since, and it is still holding up. Other people may have different experiences.

one question, why the hell do people mod their Subie without a tune... and then are scared ****less about harming the motor... smh
