I think if its a huge "group/party" you're supposed to "reserve" the park thru the city or something like that

Getting permits for the people is the easy part. It's the raffle and the vendors that makes it an event and a major PITA apparently.

Of course they can. They have park police and city police. Its their right to remove anyone from the park. So 350 people showing up without a permit... No bueno.
